El ocaso del carbón y la necesidad de una transición justa en Colombia

This briefing from the Stockholm Environment Institute examines the structural decline of the coal mining sector in Colombia, using the 2020 crisis and the surrender of mining titles by Prodeco as evidence of the challenges facing a just transition toward a decarbonized economy.

• The coal mining sector in Colombia has entered a stage of structural decline, which was accelerated in 2020. While international coal prices saw a historical rebound in 2021, this is considered a cyclical occurrence and does not alter the medium- to long-term downward trend of the sector.
• The departments of La Guajira and Cesar exhibit high economic and fiscal dependence on large-scale coal mining. Despite the revenues generated by the sector, these producing departments and municipalities show low development indicators and suffer from significant social and environmental impacts and liabilities.
• The 2020 coal sector crisis and the decision by Prodeco to renounce and cede mining titles illustrate the just transition challenges Colombia faces. Efforts to extend the lifespan of coal mining in Cesar and La Guajira may hinder the transition to a more sustainable and prosperous future.
