African perspective on climate risks

This policy brief examines the vulnerability of Africa to transboundary and cascading climate risks, where climate impacts in one country affect others through trade, finance, migration, and shared ecosystems. It discusses the role of National Adaptation Plans (NAPs) in managing these risks and provides recommendations for the African Group of Negotiators (AGN) to seek support via UNFCCC processes.

• Africa's exposure to climate change is greater than previously recognized when accounting for transboundary and cascading risks, which occur when climate impacts in one country cascade into another via shared ecosystems, natural resources, and flows of people, finance, and trade.
• National adaptation plans (NAPs) can be used to identify risks originating from abroad and determine how a country's own direct climate exposure or adaptation actions affect the vulnerabilities and resilience of other nations.
• Managing transboundary and cascading climate risks requires a redefinition of adaptation and increased international cooperation, alongside the integration of these risks into regional and national policies concerning development, trade, and security.
