Achieving Indonesia’s vision to expand and enhance active mobility in its cities

This policy brief summarizes a UK Partnering for Accelerated Climate Transitions (UK PACT) project report on advancing non-motorized transport in Indonesia, utilizing a case study of Medan to identify barriers and provide recommendations for increasing active mobility to combat road congestion, air pollution, and health issues.

• A case study of Medan, the fourth-largest city in Indonesia, indicates that infrastructure for active travel is inadequate, especially for individuals with disabilities, and that pedestrian and cycling networks are fragmented with poor connections to public spaces and schools.
• The promotion of non-motorized transport in Indonesia is hindered by several factors, including safety concerns, inefficient budgeting, infrastructure problems, low public awareness of active travel benefits, and weak enforcement of regulations.
• To meet the goals of the National Vision of Non-Motorized Transport Infrastructure and increase active travel, Indonesia needs a coordinated strategy involving the provision of financial incentives, the enforcement of regulations and policies, and infrastructure upgrades.
