Reducing hazard vulnerability: towards a common approach to disaster risk reduction and climate change adaptation

This research paper examines the lack of coordination between four policy and research communities—disaster risk reduction, climate change adaptation, environmental management, and poverty reduction—that aim to reduce socio-economic vulnerability to natural hazards. It highlights the increasing impact of hydro-meteorological hazards and proposes a structured dialogue to facilitate collaboration and information exchange between these groups.

• Four distinct research and policy communities—disaster risk reduction, climate change adaptation, environmental management, and poverty reduction—have worked largely independently to reduce socio-economic vulnerability to natural hazards, but the vulnerability of many individuals and communities continues to increase significantly.
• Hydro-meteorological hazards are specifically noted for affecting a growing number of people and resulting in larger economic losses.
• Due to the limited success of isolated efforts, there is a perceived need for increased collaboration and information exchange. The paper analyzes the similarities and differences between the disaster risk reduction and climate change adaptation communities and suggests three exercises to structure a multi-community learning process.
