Green Public Procurement to Foster Industry Transition

This policy brief, produced by the United Nations Industrial Development Organization and the Leadership Group for Industry Transition, serves as a "how-to" guide for designing Green Public Procurement (GPP) policies and target-setting methodologies to accelerate decarbonization in hard-to-abate industrial sectors.

• Production of five primary industrial materials—steel, cement, plastic (and other chemicals), paper, and aluminium—is responsible for 20% of global CO2 emissions, with demand expected to rise as countries continue to industrialize.
• Public procurement possesses significant purchasing power, representing an estimated 14% of GDP in the EU and up to 30% of GDP in developing countries, which can be leveraged via GPP to stimulate demand for low-carbon products like steel and concrete.
• Green Public Procurement (GPP) allows public authorities to reward businesses that develop products with lower environmental impacts throughout their life cycle and signals to producers a willingness to pay the 'green premium' for green commodities.
