Global adaptation governance: an emerging, contested domain

The article argues that while global adaptation governance is emerging, it remains weak and contested due to a lack of operationalization of the Paris Agreement's global goal, the absence of distinct metrics for measuring progress, and a lack of legitimacy stemming from poor problem-framing.

• Global adaptation governance is emerging but remains contested and lacks authority in shaping actions. This is attributed to two primary factors: the difficulty of measuring progress due to the ambiguity of adaptation and a lack of distinct metrics, and a lack of legitimacy caused by the absence of clear global-level problem-framing or the recognition of adaptation as a global public good.
• The 2015 Paris Agreement established a global goal on adaptation to strengthen global governance, but this goal has not yet been operationalized, and there is a lack of studies taking stock of current governance to support its implementation.
