Sendai Framework for Disaster Risk Reduction

A report by the International Science Council, co-authored by SEI's Albert Salamanca, evaluates the progress and implementation gaps of the Sendai Framework for Disaster Risk Reduction, emphasizing that escalating disaster impacts and complex risk patterns are outpacing current management capacities.

• The scale and effect of disasters on ecosystems, livelihoods, and lives are increasing, which reverses development progress in various global regions. This trend is worsened by climate changes occurring faster than predicted, which limits the capacity of communities and nations to handle future disruptions.
• Risk patterns are becoming more complex due to the frequent interaction of biological, technological, and natural or socio-natural hazards, as well as environmental changes. This leads to cascading and compounding impacts that can create new risks, exacerbate existing ones, or uncover previously hidden risks.
• While disaster risk reduction is often viewed as a secondary addition to climate adaptation, the report asserts that achieving the Sustainable Development Goals (SDGs) and successful adaptation requires enhanced disaster risk reduction capabilities across various scales, as current risks are exceeding the capacity to manage and anticipate them.
