Operationalizing Loss and Damage Fund for Beneficiaries

This report provides recommendations for the implementation and operation of the international Loss and Damage (L&D) fund, focusing on the needs and priorities of intended recipients and beneficiaries in the Global South.

• The Loss and Damage (L&D) fund was established following the 27th UN climate conference (COP27) as a result of long-term advocacy by civil society in the Global South, least developed countries, and small island states to address climate justice and enable vulnerable nations to manage climate impacts.
• The report's recommendations are based on focus group insights from government and organizational representatives in Africa, Asia, Latin America, and Small Island Developing States (SIDS), focusing on on-the-ground priorities, financial access bottlenecks, and necessary design features.
