Climate-Resilient Trade and Production

This policy brief examines transboundary climate risks in Europe and discusses how this knowledge can support the development of climate-resilient trade and production for the EU, its Member States, and businesses.

• The COVID-19 pandemic demonstrated the vulnerabilities of a globalized world, specifically how risks can cross national borders and sectors, leading to significant social, economic, and political impacts. This is particularly relevant for European businesses and consumers who depend on complex supply chains and just-in-time production systems that are susceptible to shocks, long-term shifts, and compound events occurring elsewhere globally.
• Climate change, similar to the COVID-19 pandemic, has the potential to trigger chain reactions that threaten health, well-being, livelihoods, and food security, making the resilience of global production and trade systems essential in a warming, interconnected world.
• The brief's findings and recommendations, which were partially shaped by a July 9, 2020, online seminar involving the European Commission, international organizations, and EU Member State representatives, are intended to inform national climate adaptation efforts, the EU Trade Policy Review, and the new EU Adaptation Strategy.
