Trade policy support climate agenda

This research paper argues that the international trade regime, specifically through the WTO, can be leveraged to support climate change mitigation and adaptation by moving beyond unilateral measures like border carbon adjustments to include the removal of fossil fuel subsidies and the reduction of trade barriers for clean energy technologies.

• While border carbon adjustments are the most prominent trade measures currently proposed to complement climate policies, the authors suggest that policy makers should also consider phasing out fossil fuel subsidies, establishing green materials clubs, concluding an environmental goods and services agreement, and creating clear rules for disputes regarding renewable energy technologies.
• The WTO regime provides several options to restructure market relationships to favor the climate, such as removing trade barriers for clean energy technologies and phasing out trade-distortive fossil fuel subsidies, though WTO member states have not yet exploited this potential.
