Tallinna Autobussikoondise linnaliinibusside alternatiivkütuste kasutuselevõtu asjaolude selgitamine: Uuringu lõpparuanne
Summary
This report evaluates the feasibility, costs, and environmental impacts of transitioning the Tallinn Bus Company fleet to alternative fuels—specifically biodiesel, bioethanol, and hybrid technologies—to reduce greenhouse gas emissions by 2020.
Key insights
- The study identifies that biodiesel buses offer the highest potential for greenhouse gas reduction (-83%), followed by bioethanol buses (-76%) and hybrid buses (-21%) by the year 2020. If all new buses purchased between 2011 and 2020 used sustainable biofuels, 80% of the Tallinn Bus Company's energy demand would be met by biofuels, aligning with the Estonian National Renewable Energy Action Plan's goal for 50% of public transport to be fuelled by 100% renewable energy by 2020.
- Transitioning to biofuels is determined to be a costly and inefficient method for reducing CO2e emissions compared to other sectors. The cost to reduce 1 ton of CO2e is 206 € for hybrid fuel, 311 € for biodiesel, and 450 € for bio-ethanol, making these alternatives 10 to 20 times more expensive than measures in the energy and heating sectors, and significantly more expensive than other transport sector measures which cost between 15–70 €/ton.
- Public transport buses currently account for up to 4% of total CO2e emissions in Tallinn. While bus emissions are not expected to increase if current trends continue, emissions from car use have grown by 3-4% annually over the last 10 years and are expected to continue doing so.
