Green Public Procurement (GPP)

This report analyzes Green Public Procurement (GPP) in the EU, highlighting that public procurement accounts for 15% of global GHG emissions. It focuses on the construction and road transport sectors—each contributing 12% of government procurement emissions—and provides 17 recommendations based on case studies from eight EU Member States to harmonize fragmented policies and help the EU achieve a 55% emissions reduction by 2030.

• GPP policy is currently fragmented at the EU level and within local and national governments. The report analyzes case studies from eight Member States—Sweden, the Netherlands, France, Germany, Estonia, Poland, Spain, and Italy—to provide 17 recommendations for harmonizing and strengthening these policies to help the EU meet its goal of a 55% reduction in GHG emissions by 2030 compared to 1990 levels.
