Green Public Procurement (GPP)

The report examines the fragmented state of Green Public Procurement (GPP) within the EU and proposes recommendations to leverage public purchasing power for decarbonization. Focusing on the construction and road transport sectors—which each account for approximately 12% of government procurement GHG emissions globally—the study analyzes case studies from eight EU Member States to identify best practices for meeting the EU's goal of a 55% reduction in GHG emissions by 2030.

• Public procurement of goods and services is a significant driver of global climate impact, accounting for approximately 15% of global greenhouse gas emissions. Within the EU, public purchasing is a major market influencer, representing 15% of the region's GDP.
• The construction and road transport sectors are identified as high-priority areas for GPP because they each represent about 12% of GHG emissions from government procurements globally and require disruptive technological shifts to decarbonize.
• GPP policy across the EU is currently fragmented at the EU, national, and local levels. While some Member States like Estonia and Poland have established goals to increase GPP, there are few mandates to ensure these goals are achieved.
