This SEI briefing provides recommendations for the operationalization of the Loss and Damage Fund (LDF), emphasizing the need for fairness, transparency, and local accessibility to effectively support vulnerable countries recovering from climate crisis impacts.

• To effectively assist vulnerable countries in responding to and recovering from the climate crisis, the Loss and Damage Fund must be established and managed in a manner that both donors and recipient communities perceive as fair.
• The operationalization of the fund requires transparency regarding the determination of key decision-makers, the management of balances, and the establishment of priorities.
• The fund should facilitate financial flows to the local level to ensure that the most affected communities benefit according to their specific priorities and needs, while supporting both immediate and long-term recovery.
• Four critical balance points must be addressed during the fund's implementation: the breadth of financial scope versus coordination with other providers; participatory governance versus decentralized approaches; participatory decision-making versus speed; and accessibility versus strict oversight.
