Inclusive Climate-Resilient Transport in Africa Needs Assessment

This report summarizes a needs assessment conducted as part of the "Inclusive Climate-Resilient Transport Planning in Africa" project. The assessment aimed to identify challenges faced by transport planners and decision-makers in meeting the mobility needs of disadvantaged groups and incorporating climate resilience into planning processes across four primary countries and a broader regional sample in Africa.

• The needs assessment focused on four specific project countries—Ethiopia, Rwanda, Uganda, and Zambia—to determine the primary challenges transport planners and decision-makers face in addressing the mobility needs of disadvantaged groups and the risks posed by climate change to transport systems.
• The assessment employed a mixed-method research approach involving a regional survey with 135 participants, 55 national focus groups, and 51 stakeholder interviews to identify common challenges and needs for achieving inclusive climate-resilient transport systems.
• The results of this assessment are intended to inform the development of a Guidance Framework designed to assist transport planners, decision-makers, and representatives of disadvantaged groups in implementing inclusive climate-resilient transport planning in Africa.
