Green Bond Landscape Africa

This policy brief examines the green bond market in Africa as a mechanism for mobilizing the significant financial resources needed for climate change adaptation and mitigation, noting that current public finance is inadequate to meet these needs and the Sustainable Development Goals.

• Africa is highly vulnerable to the negative impacts of climate change despite contributing approximately 4% of global CO2 emissions. The severity of these impacts across sectors like healthcare and agriculture is exacerbated by low levels of investment and a lack of adaptation capacity in many African states.
• Current levels of available public finance are insufficient to meet the financial requirements for climate risk mitigation, adaptation, and the achievement of Sustainable Development Goals (SDGs). Consequently, there is a growing consensus that green finance, specifically the issuance of green bonds, should be prioritized to mobilize capital for sustainable development and climate action.
• Existing infrastructure gaps in Africa provide an opportunity for private sector actors and governments to incorporate sustainability into development project design, which could lead to inclusive growth and a reduction in poverty and socio-economic inequality.
