Design of climate change adaptation projects

This policy brief from the Stockholm Environment Institute discusses the intersection of climate change adaptation and conflict risk, particularly in fragile and conflict-affected countries, and proposes a three-step approach to integrate conflict risk considerations into project design.

• Research from 2020 indicates a strong overlap between climate vulnerability and conflict, with 12 of the 20 most vulnerable countries also experiencing conflict. In these fragile states, climate change can interact with social, political, and economic factors to increase vulnerabilities, hinder peacebuilding, and trigger new conflicts, while international climate finance for adaptation remains scarce.
• Climate change adaptation projects in fragile and conflict-affected regions can either mitigate or exacerbate conflict risks based on how they are designed and implemented. Although major international climate finance donors recognize the mutual impact of conflict and project implementation, conflict risks are not yet systematically integrated into the design and evaluation of these projects.
• The brief proposes a three-step approach to incorporate conflict risk considerations into the design of adaptation projects. This methodology was developed from an analysis of four projects in Sudan and may be adapted for use during project implementation and monitoring, evaluation and learning (MEL) stages.
