Ríos del Páramo al Valle: Building Climate Adaptation Capacity in Water Resources Planning

This report synthesizes the outcomes of the Ríos del Páramo al Valle project (2012-2015), which aimed to enhance climate change adaptation capacity in Colombian watershed planning through a participatory process called robust decision support (RDS).

• The Ríos del Páramo al Valle project, running from 2012 to 2015, utilized a participatory planning process known as robust decision support (RDS) to integrate climate considerations into watershed management. The initiative involved collaboration between academic institutions and Corporaciones Autónomas Regionales (CARs), the regional water governance agencies, to prioritize adaptation alternatives intended to lower climate vulnerability and support the conservation of vulnerable ecosystems.
• Management and technical lessons from the project indicate that long-term continuity depends on engaging young professionals and academic legacy institutions. Technical challenges included the need to streamline model building to prevent frustration and the need to address a lack of socio-economic data, which currently undermines trust in modelling tools. The report suggests that characterizing data uncertainties and establishing a community of practice could mitigate these issues.
• Governance analysis reveals that the decentralized nature of the Colombian water governance system, managed by CARs, facilitates regional management but complicates national integration. Recommendations include strengthening the exchange of learning between national and regional levels and better aligning watershed planning with existing mandated planning instruments to ensure climate considerations are included.
