Address loss and damage finance urgency

A statement by SEI Scientist Zoha Shawoo arguing that existing climate finance and humanitarian aid systems are inadequate for addressing loss and damage, urging G7 nations to provide immediate bilateral grants and support a new dedicated finance facility ahead of COP27.

• Existing climate finance mechanisms, such as the Green Climate Fund, are insufficient for loss and damage needs because poorer countries struggle with stringent requirements and the time it takes for funds to reach the ground is too long for rebuilding after extreme weather.
• The humanitarian aid sector is unable to fill the loss and damage gap because it is overstretched—with appeals for extreme weather events now eight times higher than 20 years ago—and is not designed to handle slow-onset events like rising sea levels.
• To provide urgent relief without relying on failing architectures, wealthy nations should provide bilateral public finance as grants rather than loans to avoid increasing debt burdens in poor countries.
• Immediate funding options for rich countries include channeling money through existing pilot loss and damage finance facilities led by vulnerable countries or directly funding national disaster funds, such as those in Mexico.
• The G7, particularly Germany as the presiding member, is urged to use the leaders' summit in Bavaria and the Petersberg Climate Dialogue to coordinate wealthy nations and ensure a new loss and damage finance facility is an agenda item at COP27.
