Policy Pathways towards Achieving a Zero Carbon Transport Sector in the UK in 2050

This research paper evaluates the potential for the UK transport sector to reach a 'zero carbon' state by 2050, comparing a business-as-usual (BAU) scenario against a maximum impact (MI) scenario involving various behavioral, fiscal, spatial, and technological interventions.

• The UK government has set a target to reduce greenhouse gases by 80 per cent by 2050, using a 1990 baseline, a goal in which the decarbonisation of transport is expected to play a significant role.
• Under a maximum impact (MI) scenario for 2050, the UK transport sector (including international shipping and aviation) would see a 76 per cent reduction in CO2 emissions compared to the business-as-usual (BAU) scenario.
• While road and rail transport are capable of meeting zero CO2 emission targets by 2050, aviation and shipping present greater challenges, achieving only 56 per cent and 49 per cent reductions respectively in the MI scenario.
