Beyond a Seat at the Table

The report examines the slow progress toward gender equity in climate adaptation decision-making, identifying formal and informal barriers and enablers. Using the Gender at Work Framework, it proposes interventions across three pathways—capacities, policies and governance, and gender and social norms—to improve inclusive climate adaptation.

• Despite investments in building the capacities of women regarding climate issues, progress toward achieving gender equity in climate adaptation remains uneven and slow, necessitating a critical re-evaluation of the factors that hinder or support such participation.
• The report identifies three primary pathways for intervention to address barriers to participation: capacities, policies and governance, and gender and social norms, utilizing the Gender at Work Framework to analyze entry points such as rules, regulations, resources, and social norms.
