Beyond a Seat at the Table

This report examines gender-equitable participation in climate adaptation decision-making, analyzing barriers and enablers across global and national scales with a specific focus on women. It utilizes secondary data from Vietnam, Ecuador, Madagascar, and India, and employs the Gender at Work Framework to propose interventions and recommendations for policy actors, CSOs, and international agencies.

• Gender-equitable participation is considered essential for the creation and execution of effective climate adaptation across all scales, as it ensures the integration of the needs, knowledge, and skills of all genders to achieve inclusive outcomes.
• Despite investments in women's climate-related capacities, progress toward gender equity in climate adaptation is slow and uneven, indicating a requirement for evidence-based re-evaluation of the barriers and enablers affecting participation.
• The report identifies three pathways for intervention to address barriers to participation: capacities, policies and governance, and gender and social norms. These are addressed through complementary entry points including rules and regulations, access to resources, consciousness and capabilities, and gender and social norms.
