AU-EU Cooperation on Climate Adaptation

This report by the Stockholm Environment Institute, produced for the Africa-Europe Foundation, evaluates adaptation progress within the AU-EU partnership and provides recommendations for the European Union to restore trust and close the adaptation gap by COP30.

• The climate partnership between Africa and Europe is currently under pressure because of slow implementation, limited access to finance, and commitments that have not been met.
• To establish a genuine partnership for climate adaptation, it is necessary for both continents to foster trust through accountability and transparency regarding on-the-ground delivery, finance, and climate diplomacy.
• By COP30, the EU is urged to take several specific actions: double climate adaptation finance relative to 2019 levels, contribute its 'fair share' to the New Quantified Collective Goal (NCQG), help advance the $1.3 trillion 'Baku to Belem' roadmap, and establish a new adaptation finance target to replace the COP26 pledge.
