Aligning Climate and Sustainable Development Finance

The authors examine the alignment of climate-related official development assistance (ODA) with the 2030 Agenda for Sustainable Development and the Paris Agreement. They find that while there is coherence, gaps remain in aligning finance with recipient countries' needs, specifically noting a reduction in misalignment regarding NDC activities which prioritize adaptation over mitigation.

• The authors analyzed climate-related official development assistance (ODA) both before and after the adoption of the Paris Agreement to determine its support for the Sustainable Development Goals (SDGs) and its alignment with the climate-related priorities of recipient countries as stated in their Nationally Determined Contributions (NDCs).
• There has been a reduction in the misalignment between donor finance and the climate activities of recipient countries, whose NDCs place a greater emphasis on adaptation than on mitigation.
• The study identifies a mix of coherence, gaps, and opportunities for better alignment between climate and development actions and their associated financing, which is necessary to ensure actions are guided by the needs of recipient countries and to increase the probability of implementing the Paris Agreement and the 2030 Agenda.
