ENERGIZING FINANCE: TAKING THE PULSE 2019

As of 2018, 38% of Ugandan households had electricity access. To reach universal access by 2030, the report forecasts a need for 4.7 million new grid connections, 320 new mini-grids, and stand-alone solar for 52% of households. Total financing for off-grid electricity and improved cooking is estimated at USD 2.3 billion. In the cooking sector, 95% of households rely on biomass; the report identifies a need for 15 million industrial wood stoves and 11.9 million industrial charcoal stoves by 2030, with a cumulative ICS enterprise financing need of USD 193 million and an affordability gap of USD 344 million.

• As of the end of 2018, 38 percent of Ugandan households had electricity access, with grid access at 19 percent and stand-alone solar at 19 percent. Mini-grid access was negligible, serving approximately 4,000 households, which represents a rate of 0.04 percent.
• To achieve universal electricity access by 2030, Uganda requires a combination of 4.7 million new grid connections (increasing grid access to 47 percent), 320 new mini-grids serving 70,000 households (0.5 percent of total connections), and stand-alone solar reaching 52 percent of households (over 7 million).
• The financing requirement for off-grid electricity and improved cooking solutions to close the access gap is USD 2.3 billion. This includes USD 51 million for mini-grid enterprises, USD 1.4 billion for stand-alone solar connections, and USD 193 million for ICS enterprises.
