ENERGIZING FINANCE: TAKING THE PULSE 2019

This case study analyzes the financing and policy requirements for the Philippines to achieve universal energy access by 2030. It details the current state of electricity and clean cooking access, projecting the necessary capital for mini-grids, stand-alone solar, and improved cookstoves (ICS), while identifying regulatory barriers and affordability gaps.

• The Philippines achieved nearly 90 percent household electrification and universal electrification of all municipalities by the end of 2018, though 2.6 million households remain un-electrified in the remotest areas.
• To reach universal electricity access by 2030, the Philippines requires a total of USD 1.25 billion in financing for off-grid solar (OGS) technologies, comprising USD 354 million for mini-grids and USD 897 million for stand-alone solar.
• Stand-alone solar access is projected to peak at 10.5 percent of electrified households by 2025, but is expected to decline after 2025 as households transition to grid or mini-grid connections.
