The High-level Dialogue on Energy and its Impacts Mobilizing Energy Action

The UN High-level Dialogue on Energy (HLDE), held on 24 September 2021, convened over 130 global leaders to accelerate the achievement of Sustainable Development Goal 7 (SDG7) and the transition to net-zero emissions by 2050. The event resulted in the first-ever global roadmap for SDG7 and the announcement of over 160 Energy Compacts, which committed more than USD 400 billion in new finance and investment to combat energy poverty and decarbonize energy systems.

• The HLDE established the first-ever global roadmap for accelerated SDG7 action, which provides a strategy and specific milestones for 2025 and 2030 to achieve universal energy access and an accelerated energy transition in alignment with the Paris Agreement.
• More than 160 Energy Compacts were announced, representing voluntary commitments from governments, businesses, and civil society. These compacts include over USD 400 billion in new finance and investment aimed at providing clean energy access to hundreds of millions of people and deploying several hundred gigawatts of clean energy capacity.
• Specific financial commitments were made by several entities: the EU pledged an additional EUR 4 billion on climate finance; Norway committed USD 1.5 billion to a new climate investment fund over five years; the UAE pledged USD 1 billion globally for renewable energy; and the US committed to bringing its climate finance commitments to USD 11.4 billion by 2024.
• The 2025 milestones for the global roadmap include gaining electricity access for an additional 500 million people and clean cooking solutions for 1 billion people, increasing annual investment in electricity access to USD 35 billion and clean cooking to USD 25 billion, and ensuring no new coal power plants are in the pipeline after 2021.
• The 2030 milestones aim for universal access to electricity and clean cooking solutions, tripling global renewable power capacity, and phasing out coal power plants within the OECD by 2030 and globally by 2040.
• Several countries, including Chile, Denmark, France, Germany, Montenegro, Sri Lanka, and the UK, committed to ceasing new permits immediately and new construction by the end of 2021 for unabated coal.
• The Dialogue's technical groundwork was based on five thematic reports focusing on energy access, energy transition, inclusive and just energy transitions, innovation/technology/data, and finance and investment.
