ENERGIZING FINANCE: MISSING THE MARK

The report finds that while energy finance disbursements in high-impact countries grew by over 61% between 2013 and 2018, they still significantly lag behind commitments, with USD 32 billion disbursed against USD 52 billion committed. Between 2002 and 2018, 58% of planned disbursements and 49% of projects experienced delays. These delays are attributed to cumbersome administrative processes, design flaws not adapted to local capacities, and limited access to local financial services.

• Energy finance disbursements in high-impact countries (HICs) grew significantly faster than overall development finance disbursements between 2013 and 2018, increasing by more than 61 percent compared to a 12 percent increase for overall development finance.
• There is a substantial gap between energy finance commitments and disbursements from 2013 to 2018, with USD 32 billion disbursed against USD 52 billion committed. To meet SDG7 energy access targets, annual disbursements of approximately USD 45 billion are required between 2020 and 2030.
• Disbursement and project delays remain pervasive in HICs. Between 2002 and 2018, 58 percent of planned disbursements to the energy sector and 49 percent of projects were delayed, though this represents a slight improvement over 2017 data.
• Disbursement delays are driven by project-specific factors, including administrative bottlenecks and design flaws. Examples include federal-level clearance delays for a GEF-UNDP project in India (Jharkhand and Manipur states) and a biodigester sub-project in Rwanda (PREP) that failed to adapt to local consumption habits and capacities.
