• Financing for clean cooking solutions saw a drastic decline, falling 73% in 2017 to 32 million dollars compared to the 2015-2016 annual average of 117 million dollars. This is severely insufficient compared to the estimated annual requirement of 4.4 billion dollars.
• Investment in electricity access is heavily concentrated in India and Bangladesh, which together accounted for nearly two-thirds (24 billion dollars) of total financing in 2017. Conversely, Sub-Saharan Africa suffers from chronic underinvestment; while total funding for 13 analyzed African countries rose to 9.6 billion dollars in 2017, this was primarily due to a single 5 billion dollar hydroelectric plant in Nigeria.
• International public financing for electricity increased to 19.4 billion dollars in 2017, driven by multilateral development finance institutions and export credit agencies. However, bilateral aid from developed nations, specifically the United States and Japan, dropped from 4.1 billion dollars in 2015-2016 to 2.3 billion dollars in 2017.
• Energy financing fails to reach the most vulnerable groups. In 2017, only 7% of the 14 billion dollars in annual official development assistance (ODA) for energy activities in developing countries was specifically targeted at women. Furthermore, only 3% of residential electricity financing supported basic energy connections (levels 1 and 2), which are critical for remote areas.
• While traditional funding is insufficient, new financial mechanisms are emerging to unlock private capital, including results-based financing (RBF), pay-as-you-go (PAYG) models, crowdfunding, and risk-pooling guarantees. These models need to be scaled and deployed more rapidly to bridge the investment gap.
• In the clean cooking sector, private financing increased both in volume and proportion, representing 66% of total recorded finances in 2017 (approximately 21 million dollars), up from 8% in 2015-2016. Kenya was the primary recipient, mobilizing over 20 million dollars of the 32 million dollar total.
