COOLING FOR ALL

The 'Cooling for All' initiative, launched in 2017 by Sustainable Energy for All and supported by the Kigali Cooling Efficiency Program, aims to increase access to sustainable, affordable, and efficient cooling solutions. The initiative seeks to align the goals of the Paris Climate Agreement, the Sustainable Development Goals, and the Kigali Amendment to the Montreal Protocol to prevent countries from adopting high-carbon, energy-inefficient cooling pathways as global demand rises.

• There is a significant gap in cooling access and funding, with over 1 billion people lacking energy access and likely lacking cooling. Furthermore, cooling solutions receive only 0.04% of total Overseas Development Assistance.
• Global demand for cooling is projected to grow rapidly, with an estimated 1.6 billion air-conditioning units expected to be installed by 2050, driven by population growth, urbanization, and rising incomes.
• Combining the phase-down of hydrofluorocarbons (HFCs) under the Kigali Amendment with energy efficiency improvements in cooling could double anticipated CO2-e savings and avoid up to 1°C of global warming.
• Sustainable Energy for All established a Global Panel on Access to Cooling, co-chaired by President Hilda Heine of the Marshall Islands and Dr. Vincent Biruta of Rwanda, to provide evidence-based recommendations for sustainable cooling, particularly for low-income countries.
• The Global Panel identifies buildings, cities, and cold chains as the primary areas for tackling cooling challenges and suggests that countries with surging demand have a window to leapfrog to sustainable systems by moving beyond a purely technology- and electricity-focused approach.
