Civil Society Monitoring of the APRM

This report documents a scoping workshop held in April 2008 by the South African Institute of International Affairs (SAIIA) and the Centre for Policy Studies (CPS). The workshop aimed to develop a framework for civil society organizations (CSOs) to monitor the implementation of the African Peer Review Mechanism (APRM) and its National Programmes of Action (NPoA), specifically focusing on the creation of the APRM Monitoring and Advocacy Template (AMAT).

• The workshop was designed to establish a coalition of governance monitors and a network of civil society organizations to track the progress of the African Peer Review Review Mechanism (APRM) and its National Programme of Action (NPoA).
• The workshop introduced the APRM Monitoring and Advocacy Template (AMAT), a framework intended to help CSOs identify key issues and recommendations from APRM reports to measure whether goals are achieved at input, process, output, and outcomes stages.
• The report highlights the experience of Ugandan civil society groups as a successful model for banding together to track APRM progress and compile monitoring reports.
• The South African government, represented by the Minister of Public Service & Administration, provided perspectives on the role of civil society in the implementation of the APRM within South Africa.
• The workshop agenda included sessions on the basics of monitoring and evaluation, the distillation of NPoA items for tracking, and the development of media strategies to publicize monitoring results.
