SADC's League of Honourable Gentlemen

This research paper examines the structural challenges facing political opposition parties within the Southern African Development Community (SADC), arguing that the fusion of liberation parties with state and economic power creates an environment where opposition is largely ineffective and marginalized.

• Opposition parties in SADC countries face a low probability of achieving government power, with many seeing limited support and recent electoral setbacks. In several countries, individual opposition party support typically peaks between ten and thirteen per cent.
• The electorate in SADC appears largely unresponsive to government failures, including declines in human development indices, chronic corruption, and ineffective responses to health crises like HIV/Aids, malaria, and TB.
• Liberation parties have maintained dominance by merging state and party activities, increasing executive power over parliaments, and controlling the media. They have further secured power by linking state capture to the financial prosperity and security of party members.
• Opposition politicians face severe structural marginalization, as supporting them risks the loss of government contracts for businesses and advertising for newspapers. This environment discourages young talent from joining opposition politics, leading to a 'diaspora' of the region's best talent.
