Covane Community Lodge

The Covane Community Lodge project in Mozambique transitioned from a struggling CPPP involving Transfrontier Park Destinations (TPD) to a more viable partnership with Barra Resorts. TPD failed due to a lack of familiarity with local Mozambican laws, taxation, and community relations, as well as a reliance on donor funding. In contrast, Barra Resorts succeeded by leveraging its existing operational experience in Mozambique, independent capital, and integration of the lodge into a broader product suite. The project was facilitated by transaction advisors and funded in part by the World Bank and Ford Foundation.

• The initial private partner, Transfrontier Park Destinations (TPD), exited the partnership in 2011 after facing significant barriers stemming from a lack of familiarity with Mozambican local conditions, including local laws, community issues, and cross-border regulations.
• TPD encountered specific operational and regulatory frustrations, including confusing water use permits, local labour laws, taxation, and a lack of clear reporting systems for construction and operation activities.
• Barra Resorts succeeded where TPD failed because it possessed existing experience operating in Mozambique, independent investment reserves, and the ability to integrate the lodge into its existing suite of tourism products.
• The partnership is structured as a Community Public Private Partnership (CPPP) where the Mozambique Government acts as a "sleeping" partner, providing a long-term land lease (duarte) to the Covane community.
• Ongoing challenges for the project include capacity constraints within the Mozambique Government’s Ministry of Tourism regarding the management of World Bank grants and political sensitivities surrounding access routes through the Kruger National Park.
