Leveraging the SA G20 Presidency to Scale Up the Compact with Africa

This policy note examines the Compact with Africa (CwA), an initiative launched in 2017 to increase private investment and infrastructure in African countries through coordinated reform agendas and stakeholder cooperation.

• The Compact with Africa (CwA) was established in 2017 during the German G20 presidency to increase infrastructure provision and private investment across the continent. It currently consists of 13 voluntary members: Benin, Côte d’Ivoire, Egypt, Ethiopia, Ghana, Guinea, Morocco, Rwanda, Senegal, Togo, Tunisia, Burkina Faso (joined 2018), and the Democratic Republic of Congo (joined 2023).
• The CwA focuses on three primary reform blocks to improve investment and economic growth: the macroeconomic framework (including debt sustainability and domestic resource mobilisation), the business framework (including investor protection and regulations), and the financing framework (including risk mitigation and domestic debt markets). This is based on World Bank estimates that sustainable inclusive growth requires investment-to-GDP ratios exceeding 25%.
• The initiative is demand-driven and coordinated by the African Advisory Group (AAG), co-chaired by South Africa and Germany. Participating G20-AAG members include Canada, the EU, France, Germany, Italy, Japan, the Netherlands, Norway, Spain, the UK, and the US.
