APPEL À L’ACTION FEUILLE DE ROUTE POUR LA SURVIE ET LA CROISSANCE DU SECTEUR DES ÉNERGIES RENOUVELABLES DÉCENTRALISÉES DANS LE CONTEXTE DE LA CRISE DU COVID-19

The Alliance for Rural Electrification (ARE) warns that the COVID-19 pandemic threatens the survival of the decentralized renewable energy (DRE) sector, which serves over 420 million people globally. To prevent the collapse of rural electricity supply and the failure of Sustainable Development Goal 7, the ARE proposes the creation of a 'Global DRE Support Fund' providing low-interest loans and grants, a 'Rural Electrification Stimulus Plan' to mobilize long-term investment, and the official recognition of DRE as an 'essential service' to allow personnel movement during lockdowns. The report also calls for urgent technical assistance in risk mitigation and health training for field staff.

• A proposed 'Rural Electrification Stimulus Plan' would consolidate regulatory reform, financial assistance, and capacity building to mobilize private, public, and charitable funding, potentially utilizing funds freed from reforming fossil fuel subsidies.
• Governments are urged to designate the DRE sector as an 'essential service'—similar to health, water, and food—to allow key personnel to maintain electrical grids and serve customers during lockdowns. The state of Jharkhand in India is cited as an example for designating Mlinda's services as an essential service.
• Short-term technical assistance is required for DRE companies in three areas: risk mitigation plans and scenario analysis, crisis management and resilience planning, and health and hygiene training for field staff.
