Introducing the Mapping Attitudes, Perceptions and Support (MAPS) Dataset on the Colombian Peace Process
Summary
The MAPS dataset provides survey data from over 12,000 respondents across 16 'Programs for Development with a Territorial Focus' (PDET) regions in Colombia. Comparing data from 2019 and 2021, the study finds that while overall support for the peace agreement increased over time, perceptions of security deteriorated and satisfaction with the implementation of specific provisions generally declined. The authors argue that the dataset's regional representativity reveals variations in support and trust that are often obscured in nationally-representative surveys.
Key insights
- The MAPS survey reveals that support for the 2016 peace agreement in war-affected communities is generally lower than levels reported in nationally-representative surveys, such as those by LAPOP and the Observatorio de la Democracia.
- There was a statistically significant increase in satisfaction with the peace agreement between the first wave (2019) and the second wave (2021) of the MAPS panel, with 7 of the 16 PDET regions showing significant increases and 9 remaining stable.
- Perceptions of security in war-affected regions deteriorated between 2019 and 2021; the proportion of respondents reporting that armed conflict persists in their community rose by 19.3 percentage points to 38.5%.
- Satisfaction with the implementation of specific peace agreement provisions generally eroded between 2019 and 2021, with significant declines in areas such as coca crop substitution, safety for social leaders, and truth, justice, and reparations for victims.
- At the individual level, positive changes in security assessments and increased satisfaction with overall implementation are positively correlated with increased support for the peace agreement.
- Interpersonal trust is extremely low among PDET residents, with 97% of respondents in 2021 stating they need to be very cautious when dealing with most people. Trust in FARC ex-combatants also declined significantly from 27% in 2019 to 19% in 2021.
