A statement by Plan 1.5 and other environmental organizations urging the Ministry of Climate, Energy and Environment to cancel new LNG power plant projects in the 12th Basic Plan for Electricity Supply and Demand, replacing them with renewable energy and flexibility resources.

• The 11th Basic Plan for Electricity Supply and Demand projected that LNG power generation capacity would increase by approximately 60%, rising from 43GW in 2023 to 69GW by 2038. Over half of this new construction (14GW) involves replacing closed coal power plants with LNG.
• As of the end of last year, there were 19GW of LNG power plants that had received permits but had not yet started construction. The authors demand that the Ministry stop approving these unstarted projects and instead transition to renewable energy and Energy Storage Systems (ESS).
• LNG power generation significantly influences electricity prices; in 2025, it determined the System Marginal Price (SMP) 83% of the time. The authors argue that the government's claim that LNG is economical lacks transparent data and that hydrogen co-firing in LNG plants is technically and economically uncertain.
• The statement calls for the 12th Basic Plan to include a long-term implementation plan for the electrification of heat demand, replacing LNG combined heat and power (CHP) plants with technologies like heat pumps.
