This brochure describes the Public Affairs Research Institute (PARI), a Johannesburg-based African research institute founded in May 2010. PARI focuses on research into constraints to effective governance, institutional design, and state-society relations to promote equitable policies and reduce poverty and inequality in South Africa and the global South.

• PARI operates several core programmes: Land Governance, which supports tenure security for marginalised people including victims of apartheid dispossession; State Reform, which aims to reduce corruption in public administration and enhance state capacity; Local Government, which investigates factors undermining municipal effectiveness; and Just Transition, which focuses on a climate transition in South Africa that prioritises social justice and decarbonisation.
• The COMPACT programme, co-funded by the European Union and led by PARI in partnership with the South African Local Government Association (SALGA) and Integrity Action (IA), aims to improve local government planning and accountability through public participation, specifically regarding water and sanitation services.
• Action research conducted by the COMPACT project across 12 partner municipalities found that Integrated Development Plan (IDP) participation is often a "compliance exercise" lacking substance, and that a lack of project implementation leads to community fatigue and distrust.
• Citizen Engagement Workshops held in 12 COMPACT partner municipalities, attended by 262 participants (65% women, 35% men, and 21% young people), highlighted inadequate community and civil society participation in municipal planning and poor communication between political office-bearers and the administration.
• The COMPACT project is piloting Citizen Based Monitoring in the Oudtshoorn and Kouga Local Municipalities, where 30 trained ward committee members monitor water and sanitation infrastructure projects using a tech tool to increase transparency and service efficiency.
• PARI maintains an Academic Engagement programme that collaborates with the University of Johannesburg, Wits University, and the University of Cape Town to contribute to the study of state governance and state-society relations.
