State Capture at a Local Level

• Systemic corruption led to a severe fiscal and administrative crisis in NMBM by 2011. The municipality faced a cash flow crisis, depleted reserves, and a critical lack of technical capacity, such as having no registered professional engineers in water services compared to a city average of nine.
• The municipality's administration was heavily politicized, with the ANC's regional and provincial executives deciding on the appointment of Directors and Executive Directors. This created a system where officials were more accountable to political bosses—sometimes receiving instructions at the provincial ANC headquarters in King Williams Town—than to formal administrative lines.
• A 2015 intervention led by Mayor Danny Jordaan and supported by Minister Pravin Gordhan focused on re-establishing hierarchical accountability and cleaning up syndicates. This resulted in the removal of at least 10 senior managers, the recovery of financial losses through civil actions, and an improvement in cash balances to over R1.2 billion by the end of the 2015/16 financial year.
• The history of corruption and inept governance in NMBM contributed to a significant decline in ANC electoral support. In the 2016 municipal elections, the ANC's support in the metro dropped from 51.9% in 2011 to 40.9%, while the DA increased its support from 40.1% to 46.7%.
