Despite Glasgow Climate Pact, 2030 climate target updates have stalled

A June 2022 briefing by the Climate Action Tracker reporting that progress on updating 2030 climate targets has stalled following the Glasgow Climate Pact. The document warns that current targets and policies are insufficient to limit warming to 1.5°C, projecting end-of-century warming of 2.4°C based on 2030 targets and 2.7°C under current policies.

• Global progress on updating 2030 climate targets and participating in sectoral initiatives has stalled since COP26, contradicting the Glasgow Climate Pact's agreement to update national targets in 2022. As of June 1, 2022, only six countries—El Salvador, Central African Republic, Guatemala, Bolivia, Côte d’Ivoire, and Haiti—submitted updated NDCs, none of which represented a further strengthening of previous targets.
• The world is currently not on track to meet the 1.5°C limit of the Paris Agreement. Without increased government action, 2030 greenhouse gas emissions will be twice the level allowed under the 1.5°C limit. Projections indicate end-of-century warming of 2.4°C based on 2030 targets, and 2.7°C based on current policies.
• The 2020–2021 round of NDC updates and sectoral initiatives only reduced the 2030 emissions gap by approximately 24–25% (or 5.5–6.9 GtCO2e), leaving a remaining gap of 17–20 GtCO2e.
• Major emitters are failing to align their targets with the 1.5°C goal. Within the G7, only the UK has a 1.5°C compatible domestic target, and all G7 members are failing to contribute their fair share. Additionally, large methane emitters including China, India, and Russia have not joined the Global Methane Pledge.
• The EU is identified as a primary candidate to lead NDC updates because its plans to increase the 2030 renewable target from 40% to 45% would result in the EU overachieving its current NDC.
• The document outlines four ways governments can strengthen their NDC targets in 2022: submitting a full NDC update with a more ambitious target, expanding NDC coverage to include previously omitted emissions (such as methane in China), participating in new sectoral initiatives (such as coal phase-outs), or implementing domestic policies to overachieve existing targets.
• Commitments to stop financing fossil fuel infrastructure abroad, made at COP26, have been weakened by pressures to find alternative natural gas suppliers following Russia's illegal invasion of Ukraine. For instance, Germany is considering supporting LNG infrastructure development in Senegal.
