State of Climate Action 2023

The State of Climate Action 2023 finds that global efforts to limit warming to 1.5°C are failing, with 41 of 42 assessed indicators not on track for 2030 targets. While electric passenger car sales show exponential growth and are on track, other areas such as fossil fuel financing and deforestation have seen significant setbacks. The report argues that efforts in most sectors must accelerate at least twofold this decade, including a seven-fold increase in the pace of coal phase-out and an eight-fold increase in the shift toward sustainable diets in high-consuming regions.

• Global progress toward the 1.5°C temperature limit is largely insufficient, with 41 out of 42 indicators failing to meet their 2030 targets. More than half of these indicators require a twofold acceleration in effort this decade, and six indicators are moving in the opposite direction of the target.
• Significant setbacks occurred in public fossil fuel financing, deforestation, and carbon pricing. Government subsidies for fossil fuels nearly doubled between 2020 and 2021, and worldwide deforestation increased slightly in 2022 to 5.8 million hectares.
• Electric passenger car sales represent a rare success, growing at an average annual rate of 65% from 1.6% of sales in 2018 to 10% in 2022, making it the only indicator currently on track for 2030.
• To align with 2030 goals, the report specifies several urgent accelerations: solar and wind power growth must increase from 14% to 24% annually, coal phase-out must be seven times faster (retiring roughly 240 average-sized plants per year), and rapid transit infrastructure expansion must increase six-fold.
• Dietary shifts in high-consuming regions—specifically the Americas, Europe, and Oceania—must accelerate eight times faster, reducing per capita consumption of meat from cows, goats, and sheep to approximately two servings per week or less by 2030.
