State of Climate Action 2023

The State of Climate Action 2023 report assesses global progress toward the Paris Agreement's 1.5°C temperature limit across sectors accounting for approximately 85% of global greenhouse gas emissions. It concludes that global efforts are failing across the board, with the vast majority of tracked indicators lagging behind the necessary pace and scale to avoid irreversible climate impacts.

• Global progress toward 2030 climate targets is largely inadequate, with 41 out of 42 assessed indicators failing to be on track. More than half of these indicators require a twofold acceleration in effort this decade, while six indicators are moving in the opposite direction of their targets.
• Significant setbacks occurred in three specific areas: the expansion of carbon pricing systems, efforts to reduce deforestation, and the cessation of public fossil fuel financing. Specifically, government subsidies for fossil fuels nearly doubled between 2020 and 2021, and global deforestation increased slightly in 2022 to 5.8 million hectares.
• Electric passenger car sales represent the only indicator currently on track for 2030, having grown from 1.6% of sales in 2018 to 10% in 2022, an average annual growth rate of 65% over five years.
• To meet 2030 goals, the report identifies several required accelerations: solar and wind power growth must increase from a 14% annual average to 24%; coal phase-out must happen seven times faster (retiring roughly 240 average-sized plants annually); rapid transit infrastructure must expand six times faster; and the rate of deforestation must be reduced four times faster.
• Sustainable diet shifts must accelerate eight times faster, specifically by reducing per capita consumption of meat from sheep, goats, and cows to two servings per week or less by 2030 in high-consuming regions including Europe, Oceania, and the Americas.
