Conditionality of Intended Nationally Determined Contributions (INDCs)

This briefing paper by the NewClimate Institute analyzes the conditionality of the 156 Intended Nationally Determined Contributions (INDCs) submitted to the UNFCCC by the end of COP 21 in December 2015.

• At least 78% of the 156 Intended Nationally Determined Contributions (INDCs) submitted to the UNFCCC by the closure of COP 21 and the adoption of the Paris Agreement in December 2015 contained conditions. While most Parties provided both conditional and unconditional contributions, roughly one third of the INDCs consisted solely of a conditional contribution.
• The briefing paper examines the variety of forms and types of conditional contributions, as well as the implications of this conditionality for collective international climate change efforts, specifically regarding mitigation ambition levels, international finance and support streams, and legal and procedural implications.
