Greenhouse Gas Mitigation Scenarios for Major Emitting Countries

A report by NewClimate Institute, PBL Netherlands Environmental Assessment Agency, and IIASA analyzing whether 25 major emitting countries and regions are on track to meet their nationally determined contributions (NDCs) by 2030 based on current policies.

• Of the 25 major emitting countries and regions analyzed, 16 are not on track to meet their self-set NDC targets.
• Several countries are likely or roughly on track to meet or overachieve their unconditional 2025/2030 targets with current policies, including China, Colombia, India, Mexico, the Russian Federation, Saudi Arabia, Turkey, and the Ukraine. Conversely, additional measures are required for Argentina, Australia, Brazil, Canada, Chile, Democratic Republic of the Congo, Ethiopia, Indonesia, Japan, Kazakhstan, Morocco, Republic of Korea, South Africa, Thailand, the Philippines, and the United States.
• Current policies are projected to fail to prevent greenhouse gas emissions from increasing up to 2030 relative to 2010 levels in both developing countries (such as Brazil, China, and India) and OECD countries (such as Chile, Mexico, Republic of Korea, and Turkey). Emissions are projected to remain stable in Canada and the Ukraine, and decrease in Australia, Colombia, Japan, the EU28, and the USA.
• Comparing 2030 emissions projections to a 2015 analysis of 13 major emitting economies, only six countries show lower projections; the other seven show projections that are similar or higher.
