Greenhouse Gas Mitigation Scenarios for Major Emitting Countries

The report finds that 16 of the 25 analyzed major emitting countries and regions are not on track to meet their self-determined NDC targets. While some countries like China and India are likely to achieve their targets, others, including the United States and Japan, require additional measures. Furthermore, current policies are projected to fail in preventing emissions increases up to 2030 relative to 2010 levels in a majority of the analyzed nations, including both developing and OECD economies.

• A majority of the analyzed major emitters are failing to meet their climate goals, with 16 out of 25 countries and regions not on track to achieve their self-set NDC targets.
• The likelihood of achieving 2025/2030 targets varies by country: China, Colombia, India, Mexico, the Russian Federation, Saudi Arabia, Turkey, and the Ukraine are likely or roughly on track; the EU28 and Mexico are uncertain; and 16 other countries, including the United States, Canada, and Brazil, require additional measures.
• Current policies are insufficient to stop emissions from rising above 2010 levels by 2030 in most analyzed countries, including developing nations and OECD members such as Chile, Mexico, Republic of Korea, and Turkey.
