Supporting vulnerable CDM projects through credit purchase facilities

The paper evaluates the role of six major credit purchase facilities in sustaining vulnerable CDM projects. While these facilities procured only 2.5% of the total potential CER supply (120 million CERs) from 2013 to 2020, they had a disproportionate impact on vulnerable projects, procuring 20% of the potential supply from highly vulnerable projects and reducing the remaining potential supply from 171 million to 137 million CERs.

• Between 2013 and 2020, the potential Certified Emission Reduction (CER) supply from registered CDM projects with high vulnerability to discontinuation was estimated at 171 million CERs, representing less than 4 percent of the total potential supply of 4.65 billion CERs.
• Six major credit purchase facilities procured approximately 120 million CERs from 2013 to 2020, which constitutes 2.5% of the total potential CER supply from all existing CDM projects for that period.
• Credit purchase facilities provided significant support to vulnerable projects: approximately 30% of their procured CERs came from project types with generally high vulnerability, and another 28% came from those with variable vulnerability. This procurement accounted for 20% of the potential supply from highly vulnerable projects, lowering the remaining potential supply from 171 million to roughly 137 million CERs.
