Operationalising an overall mitigation in global emissions under Article 6

This report analyzes options for operationalising the requirement under Article 6.4(d) of the Paris Agreement to deliver an overall mitigation in global emissions, specifically providing technical support to Saint Lucia for international negotiations.

• To achieve overall mitigation, three criteria must be met: the portion of emission reductions used for overall mitigation must be quantified, accounting provisions must prevent this portion from being used by any country toward their Nationally Determined Contributions (NDCs), and the implementation approach must be mandatory for Parties.
• Among the options in current negotiation texts, only 'automatic cancellation' and 'discounting' meet all three criteria for ensuring overall mitigation. The report recommends 'automatic cancellation' because it is easier to ensure the cancellation occurs via the mechanism's supervising body and has a precedent in the Clean Development Mechanism (CDM).
• An assessment of 18 different scenarios using a simplified model of hypothetical supply and demand curves indicates that while costs for supplying credits increase, overall mitigation provides various benefits across a broad range of circumstances, with only moderate cost increases for buyers.
