CDM supply potential up to 2020

This research paper by the NewClimate Institute, commissioned by the German Emissions Trading Authority (DEHSt), estimates the potential supply of certified emission reductions (CERs) from Clean Development Mechanism (CDM) projects between 2013 and 2020.

• The estimated supply potential of certified emission reductions (CERs) for the period 2013 to 2020 is approximately 4.7 billion CERs, which is significantly lower than the 7.7 G t CO2 e estimated in project design documents.
• The majority of the CER supply potential (82%) is derived from projects not considered vulnerable to discontinuing greenhouse gas abatement, while only 4% comes from projects deemed vulnerable that can still issue CERs. Vulnerability is variable for 13% and was not assessed for 2%.
• Hydro and wind power projects are the largest contributors to the CER supply potential at 61%. Industrial gas projects contribute 8%, a decrease from the first commitment period when they represented 52% of issued CERs. Programmes of activities (PoAs) account for 3%.
