NDC Update Report

This special edition of the NDC Update Report examines the integration of Nationally Determined Contributions (NDCs) and the Sustainable Development Goals (SDGs), emphasizing the need for coherent design to maximize synergies between climate and development actions.

• The SDG Climate Action Nexus (SCAN) tool, created by ECN and NewClimate Institute with GIZ and Climate Analytics, maps linkages between specific climate actions and SDG targets. The tool identifies more than 500 potential linkages for mitigation actions, with over 80% of these showing a potential positive impact on development.
• Analysis of the SCAN-tool indicates that while some mitigation actions result in almost exclusively positive impacts on SDG targets, others produce a combination of positive and negative potential impacts.
• The NDC Cluster working groups identified several systemic challenges and opportunities regarding the alignment of climate and development agendas: the 'Data and Transparency' group noted the high resource requirements for simultaneous monitoring; the 'Financing' group suggested using public funds to direct climate investments toward high-development-benefit actions; the 'Political and Institutional Frameworks' group highlighted the challenge of policy coherence due to separate SDG and NDC processes; and the 'Sector Approaches' group found that the SDG framework provides a common language for inter-sectoral coordination.
• Case studies of India and The Netherlands demonstrate that both governments have increased the prominence of climate change and are interested in development opportunities from climate action, though their methods of coordination vary based on political priorities and existing governance structures.
