Net zero stocktake 2025

As of September 2025, 1,935 entities have net-zero targets, though the overall credibility of these commitments remains low, with only a small fraction of companies, regions, and cities meeting robustness criteria.

• Net-zero target-setting continues to rise despite political challenges, with 1,935 of 4,083 tracked entities having targets as of September 2025. While national government coverage decreased because the US formally abandoned its target, 137 of 198 national governments still maintain targets, 67% of which are enshrined in law or formal policy.
• Corporate target-setting is widespread but uneven; 63% of 1,987 tracked publicly listed companies have targets, representing 70% of total Global Forbes 2000 revenue ($36.6 trillion). However, over 400 of the largest publicly listed companies lack mitigation targets, with these gaps concentrated in China (42%) and the US (30%).
• The integrity and credibility of existing net-zero targets are inadequate, with only 7% of companies, 6.5% of regions, and 4% of cities meeting robustness criteria. Additionally, while over 25% of companies plan to use removals via nature-based solutions, only 4% have set dedicated removal targets, leading to concerns regarding transparency and the quality of carbon or biodiversity credits.
