Transformative mitigation actions as an outcome of the Global Stocktake

This briefing by the NewClimate Institute argues that current Nationally Determined Contributions (NDCs) are insufficient to meet Paris Agreement temperature goals and proposes a set of specific, transformative mitigation actions and targets to be integrated into the Global Stocktake outputs.

• Current mitigation actions implemented and proposed by Parties in their Nationally Determined Contributions (NDCs) are collectively highly insufficient to maintain the temperature goal of the Paris Agreement.
• The NewClimate Institute suggests the Global Stocktake include specific mitigation actions such as boosting wind and solar electricity, increasing energy efficiency and sufficiency, phasing out fossil fuels and their subsidies, electrifying vehicles, decarbonizing industrial production, implementing circular material flows, reducing methane emissions from waste, agriculture, and fossil fuels, stopping deforestation, and establishing sustainable food systems.
• Mitigation messages must address two time horizons: 2030 and 2035. This aligns with IPCC findings that greenhouse gas emissions must be reduced by 43% by 2030 and 60% by 2035, relative to 2019 levels.
• The Global Stocktake should guide Parties on integrating outputs into new NDCs by assessing action feasibility, impacts, barriers, and enablers, and then setting achievable targets aligned with long-term Paris Agreement goals.
