Renewable Heating Virtual Article 6 Pilot

The NewClimate Institute proposes a virtual Article 6 pilot project in Khovd, Mongolia, focusing on the installation of ground source heat pumps (GSHP) to replace coal-based district heating in apartment buildings.

• The proposed virtual Article 6 pilot involves replacing coal-based district heating in apartment buildings in Khovd, Mongolia, with ground source heat pumps (GSHP). The project aims to accelerate the retirement of an old heat plant, lower GHG emissions, reduce air pollution, and introduce renewable heating technologies to households and construction firms. It also presents potential synergies with efforts to provide affordable permanent housing for ger (yurt) populations.
• The implementation of GSHP in Mongolia faces barriers including high upfront costs, a lack of technical expertise for installation and maintenance, and a general lack of familiarity with the technology. However, GSHP is considered the best performing clean heating alternative in the Mongolian context and may have lower total costs over a 20-year lifetime depending on the cost of capital.
• The project is considered additional because of high upfront costs and low technological maturity in Mongolia and neighboring countries. Consequently, the project would not disincentivize Mongolian domestic climate action or jeopardize the achievement of its Nationally Determined Contribution (NDC) if Mongolia exports mitigation outcomes and applies a corresponding adjustment.
