States, cities and businesses leading the way: a first look at decentralized climate commitments in the US

An analysis of 342 decentralized commitments indicates that the US could meet half of its Paris Agreement climate goals by 2025 if these targets are implemented, with states providing the largest volume of reductions and businesses setting the steepest targets.

• The implementation of 342 analyzed commitments from states, cities, and businesses could enable the United States to achieve 50% of its climate commitments under the Paris Agreement by 2025.
• US states are the primary drivers of emissions reductions in volume, accounting for over two-thirds of the total estimated reductions, with New York, California, and Colorado identified as the largest contributors.
• While states provide the most volume, cities and businesses show higher ambition in their targets; cities average a 22% greenhouse gas reduction between 2015 and 2025, and businesses target a 25% reduction over the next decade.
