Green Hydrogen for Sustainable Development: The Role of Multilateral Development Banks

This report analyzes how multilateral development banks (MDBs) can ensure that green hydrogen production in Global South countries leads to sustainable development rather than extractive trade relations or environmental stress.

• Green hydrogen production in Global South countries presents a duality of potential outcomes: it can drive industrial development, job creation, and domestic decarbonisation, but it also risks exacerbating debt burdens, land and water stress, and extractive trade relations.
• The report argues that MDBs should move beyond a "do no harm" approach to prioritize value addition and champion sustainable development for producer countries within the emerging green hydrogen market.
• To maximize positive impacts, MDBs should adopt high-level principles including the establishment of high eligibility standards for projects, support for national hydrogen strategies that reflect domestic priorities, the complementary use of financial and technical tools, and inter-MDB cooperation to prevent duplication.
